Promote cooperative relationships among the commissioners/regulators of tribal gaming enterprises and other organizations;

Promote exchange of thoughts, information and ideas which foster regulatory standards and enforcement that lead to consistent regulatory practices and methods of operations among the NTGC/R memebers;

Promote educational seminars, which include commissioners/regulator training and other related activities; and

The NTGC/R may act as a gaming regulatory advisory group to tribal gaming organizations and others.

“The Tribal Law and Order Act of 2009”

The following is an overview of the proposed Bill S 797, Tribal Law & Order Act of 2009 as it may relate
to Tribal Gaming regulation. As you may be aware, there are many advantages to the above mentioned
Bill in relation to Indian Country, but the overview that is being presented is focusing upon Indian Gaming Regulation. Of course the Tribal Regulatory Agencies each have their own unique issues that will impact and affect the interpretation and analysis of the above:

“Employee Free Choice Act – Proposed Amendment to the National Labor Relations Act”.

As you are aware most Indian Tribes implement an Indian Preference Policy in its hiring practices throughout all its levels of employment within the Tribal structure, in both governmental and gaming areas. Many of these Tribes presently conduct Class II and III gaming operations in compliance with the Indian Gaming Regulatory Act (IGRA) and their Tribal-State Gaming Compact. A number of the tribal gaming operations fund a large percentage of their overall tribal budgets, while the remainder of the tribal budgets are supplemented by various governmental grants and other Tribal enterprises. Consistent with IGRA a number of Tribal gaming operations and the revenues generated from those operations benefit and supplement the tribal government budget that financially support programs and services provided by the Tribes to its members.
