NTGCR Announces Spring 2025 Tribal Scholarship Recipients


Green Bay, WI – 28 January 2025 – The National Tribal Gaming Commissioners & Regulators (NTGCR)

Scholarship Committee is pleased to announce the recipients of the Spring 2025 NTGCR Tribal Scholarship Awards, supporting Native American students in their academic and professional pursuits.


This semester’s recipients are:

 Ms. Tamika Guardipee (Blackfeet Tribe)

 Mr. Charles Wells (Chippewa-Cree Tribe)

 Ms. Mikaela Bledsoe Downes (Chickasaw/Winnebago Tribes) – Jess Green Law Student Scholarship


Each recipient has demonstrated outstanding academic achievement, leadership, community involvement, and dedication to professional growth.

Tamika Guardipee is pursuing a degree in Fine Arts at Salish Kootenai College in Pablo, Montana. She aspires to integrate art into the classroom, inspiring Native students and strengthening cultural connections in her community.

Charles Wells is working toward a degree in Business Management & Arts at Tohono O’odham Community College. With a background in Information Technology, he aims to develop innovative solutions tailored to Indigenous communities while continuing his volunteer work and mentorship for Native youth.


Mikaela Bledsoe Downes is earning her Juris Doctorate with an Indian Legal Certificate at Arizona State

University’s Sandra Day O’Connor College of Law. As a future attorney, she plans to advocate for tribal

sovereignty and contribute to policies that benefit tribal members. Ms. Downes is the recipient of the Jess

Green Law Student Scholarship, awarded to law students dedicated to serving tribal communities.

Each recipient will receive a $2,500 scholarship to assist with tuition, books, and living expenses.

Applications for the Fall 2025 NTGCR Tribal Scholarship and the Jess Green Law Student Scholarship will open soon.
