Summary of Bylaw Changes


Several months ago, the National Tribal Gaming Commissioners & Regulators (NTGCR) Board of Directors initiated a review of the organization’s bylaws to address matters that surfaced while operating under the unusual circumstances created by the COVID-19 pandemic. The Board tasked the Governance Committee with conducting a thorough review of the bylaws and to propose recommendations for consideration and adoption by the NTGCR membership.


Dr. Lena Hammons, assisted by NTGCR Legal Counsel, Richard Armstrong, undertook this process and sought to provide coverage to the organization when addressing matters relating to membership dues, the annual election process, and filling vacancies of regional representatives & alternates. Recommendations were also made for improvements to organization structure and operations, as well as general formatting changes.


Current NTGRCR bylaws require any proposed changes to the bylaws to be provided to the full membership a minimum of thirty- (30) days prior to a scheduled meeting of the NTGCR membership. As such, the attached proposed bylaws changes will be presented to the full membership on the first day of the Fall Conference, Monday, 25 October 2021 at the Casino Del Sol in Tucson, Arizona.
