Our Purpose
At National Tribal Gaming Commissioners Regulators, our mission is to promote cooperative relationships among tribal gaming commissioners and regulators. We facilitate the exchange of thoughts, information, and ideas to enhance regulatory standards and enforcement, leading to consistent practices among our members. Through educational seminars and advisory services, we aim to be a valuable resource for tribal gaming organizations and others.



The National Tribal Gaming Commissioners & Regulators (NTGCR) was founded in the mid-1990s as an informal network of Tribal regulators who gathered during NIGA (now the Indian Gaming Association, or IGA) events to exchange ideas, share experiences, and support one another. As an expression of Tribal self-governance – and recognizing the need for a unified voice and consistent regulatory standards across Indian Country – the group formally organized in 1995 under the leadership of Jeff Metoxen (Oneida) with Sharon House (Oneida) providing legal guidance. After a brief period of inactivity due to volunteer turnover, the organization was revitalized in 1998 by a coalition of committed regulators under the helm of Commissioner Geri Thomas (Gila River). This effort led to the adoption of formal by-laws in 1999 and federal recognition as a 501(c)(6) nonprofit trade organization.
At the heart of NTGCR’s mission is the empowerment of Tribal gaming regulators through education, collaboration, and the promotion of consistent, high-quality regulatory practices. The organization is dedicated to strengthening the exercise of Tribal sovereignty by supporting the primary regulators of Indian gaming and fostering a strong, connected regulatory community.
To fulfill its mission, the NTGCR hosts two national conferences each year, offering in-depth training and education tailored to the evolving responsibilities of Tribal regulators. These events feature nationally recognized speakers, legal experts, and industry professionals, providing relevant, forward-looking content that prepares regulators not only for today’s demands but also for the challenges of tomorrow.
In response to the growing complexity of Tribal gaming operations, the NTGCR established the Regulatory Certification Academy to provide new and developing commissioners and regulatory staff with comprehensive training on the fundamentals of Tribal gaming regulation. Building on that foundation, the Advanced Regulatory Certification Academy offers seasoned regulators the opportunity to deepen their expertise and apply regulatory principles to real-world scenarios encountered in day-to-day operations.
From its early roots as a grassroots network to its current role as a nationally respected trade organization, the NTGCR has remained steadfast in its commitment to integrity, professionalism, and the advancement of Tribal self-determination. Today, the NTGCR continues to lead the way in regulatory excellence – ensuring that Tribal gaming remains secure, well-regulated, and a powerful expression of Tribal sovereignty for generations to come.

The work of the National Tribal Gaming Commissioners & Regulators® (NTGCR®) is driven by the active engagement of representatives from the regions established under the NTGCR bylaws. Each region elects a Delegate and an Alternate Delegate to serve as its official voice in organizational matters. These individuals serve a vital role in shaping the strategic direction and policy decisions of the organization. Through their active participation, Delegates & Alternates ensure that the diverse voices of Tribal regulators are represented in national discussions impacting the oversight and integrity of Tribal gaming.
